The capability gap nobody writes down

Training needs analysis catches the skills people are missing. It rarely catches the judgement they are not being allowed to use.

22 July 2026/5 minute read

A training needs analysis produces a list of skills. The list is usually accurate and usually not the problem. The organisation trains against it, the skills go up, and the thing that was actually failing carries on failing.

What gets missed is that a great deal of underperformance is not a skills gap at all. It is a permission gap: people who know exactly what should happen and have no authority to make it happen, or who have the authority and have learnt that using it is career limiting.

How to tell the difference

Ask somebody what they would do if it were entirely up to them. If they answer immediately and precisely, it is not a skills gap. If they hesitate, or describe what they would find out first, it might be. This takes about ninety seconds per person and it is more diagnostic than most surveys.

The distinction matters commercially, because training a permission gap is expensive and does nothing. The delegate returns better equipped to do something they still cannot do, and the training gets blamed for a structural problem it was never able to touch.

What to do about it

Where the gap is genuinely capability, train it. Where it is permission, the intervention is with the layer above, and it is usually a conversation about what decisions sit where rather than a course. A provider worth using will tell you which one you have, including when the answer costs them a sale.

The middle case is the common one: people who could exercise the judgement but have never been asked to, and who need practice under scrutiny rather than instruction. That is trainable, but only in a format where they actually have to decide something in front of somebody, which rules out most of what gets sold as leadership training.
